Oscar Protocol Specification: Family 0x0013, Subtype 0x0019
This SNAC contains an authorization request from another ICQ contact. It is sent to you when a user wishes to add you to their buddy list, and you have "require authorization" set to yes. Only one request is sent per SNAC. The authorization request is sent with a family 0x0013, subtype 0x0018 SNAC.
